[AMBARI-2715] BG operations window behavior is unreliable

Description

With BG operations:
1) wrong header
Open bg-operations window, open some operation (e.g. "Start All Services"), open some host-name (optional), click OK. Open bg-operations again.
Result: the window header is the same as at the moment OK was clicked and not "Background operations running..."
2) bg-operations window not opening
Open BG operations window.
Click cross "Close" icon.
Try to open BG operations window once again
Result: the window isn't opening and no indication when it will happen. "Hosts", "Services" tabs are navigable meanwhile. Only page refresh helps. Iterate through steps above if not reproduced at once.
