Description

As part of refactoring work for moving stack specific settings/configs from cluster-env to settings.xml:

• we need to add settings.xml in the mpack for the stack it caters to (starting from 3.0 stack). It contains the following settings : stack_features, stack_name, stack_packages, stack_root, stack_tools.

• given the flat structure of stack from 3.0 onwards (no inheritance), we need to add settings folder which contains stack_features.json, stack_packages.json and stack_tools.json in /var/lib/ambari-server/resources/stacks/<stackName>/<stackVersion>/properties/ directory
