[AMBARI-21571] Making changes to a config group is forcing updates to other values which customer do not intend to change

Description

User was making changes to iscsi_emc_1 config group dfs.datanode.data.dir to add more path. When adding the path and saving the change , Ambari is stating additional changes are required and states it will be making them.
Recommendations should be ignored for default group when you're editing a non-default config group.
