[AMBARI-21443] Start All service not getting invoked after regenerate keytabs

Description

This issue happens intermittently because of "Stop all services" api call completion followed by immediate "Start all services" API which is known to be not handled gracefully by ambari-server. This happens in "Regenerate Keytabs" ui flow
As a workaround to this issue, ambari-web can use "Restart All Services" API which does not have this issue.
