Description

Presently, we depend on using Y!'s hosted version of YUI at yui.yahooapis.com, which (at times) leads to considerably noticeable lag while loading.

I've already downloaded a local copy of YUI-3.4.1 in the HMC codebase - now I need to try to make our JS use this local copy.
