[AMBARI-21340] Pending status commands during long running execution commands are not removed

Description

STATUS commands get backed up when a long running execution command is in
progress. There is logic to clear old commands when new ones arrive but that
does not seem to happen. We need to check if this happens. If so let's add unit tests to check this behavior.
