[AMBARI-21339] logviewer is not being started in the node where nimbus is hosted

Description

Ambari is not starting the logviewer deamon in the host where nimbus is running. Hence users are unable to view the nimbus log from the UI.

Need to start logviewer where nimbus is hosted to view the nimbus logs form storm UI.
