Description

Steps to reproduce :
Deploy cluster
Enable NN HA
Add Ranger
Restart Atlas
Result: Atlas restart failed

ATLAS component STARTs or RESTARTs are dependent on HBASE STARTs/RESTARTs, so the commands will be scheduled appropriately. These should be captured in (role command order) for Atlas.
