[AMBARI-20653] Bad user experience in workflow credential creation

Description

While adding workflow credentials, 'Add' button is not at all visible in the modal window and only 'Save' button is visible.
Since even after adding all the credential configs 'Add' button is not visible, user is tend to click on Save button and modal window just closes.
This give the user the wrong impression that credential is created.
Need to change this behavior and make it more intuitive.
