[AMBARI-20639] Not able to enable Maintenance mode for all the hosts

Description

1. Login to Ambari go to hosts tab

2. try to enable Maintenance mode for all the hosts.

3. It does nothing - in console it fails with below error

workaround:

Navigate to Stack and versions page and then try to enable, this time it works.
