[AMBARI-20638] Edit notifications options are disabled for administrator user

Description

Steps to reproduce the issue:

1. Login as admin user , create new user called cadmin and make him the administrator.

2. create couple of SNMP notifications under the Alert tab and Logout from UI

3. Now login as cadmin and go to Alerts / SNMP Notifications, Try to edit the Notifications , buttons are disabled.

Workaround: Navigate to Manage Ambari screen and then come back and check - now buttons are enabled to edit.
