[AMBARI-19962] Clicking on the login button (or hitting page refresh) to see the dashboard takes a while on a 1000-node cluster

Description

Log in to Dashboard is really slow (about 15 seconds on a 1000-node cluster). This does not include the time to load the widget graphs (loading the widget takes additional ~5 seconds on top).
Eliminate some of the bottlenecks and make this faster.
