[AMBARI-19871] Config version switch/compare/revert doesn't work

Description

Steps to reproduce:
1. Go to any service with multiple config versions.
2. On the bottom left of the config history bar(the cross button), select an older version and click View.

Actual result:
Now direct clicking on other config version block will not be able to switch version. Only through the cross button can you switch to other version. Compare configs also does not work, it always compare to the current version and end up with empty diff.
