Add capability to cancel/abort requests

    Description

      Ambari allows queuing multiple requests/commands. Ambari should allow aborting a request if its safe to abort it.

      Aborting a request should set a flag to record the request to abort. When ActionScheduler picks up the request to execute it should check if a request to abort has been set and if so it should abort
