Description

In case provision_action is set to INSTALL_ONLY on a given hostgroup compoent in Blueprint, cluster completion message is not logged. Normally during Blueprint deployments Ambari creates LogicalTasks bounded later to INSTALL tasks (HostRoleCommand), however in this case there are no INSTALL task bounded to LogicalTasks, so they will never complete.
