[AMBARI-18146] Elements in default config group goes to read only mode after creating new config groups

Description

• At the Customize services page, create new config groups and assign one host each to the new group.
• Navigate to HDFS tabs to update few properties (Default group is loaded)
• Noticed that all elements are in read only mode
