[AMBARI-17978] Install page shows in progress tasks in "Waiting" state

Description

In Add Service Wizard page, "Install, Start and Test" page got in waiting stage.
There is no in progress task in ambari.
The last task noticed was to Install service and after that no other tasks were started.
