[AMBARI-14857] Ambari UI does not accept dfs.data.dir entries with file protocol when enabling 'storage type' feature

Description

When attempting to configure the dfs.datanode.data.dir values via Ambari UI an error is reported by the UI when the user enters the Apache recommended format of the value such as:

[ARCHIVE]file:///hadoop/hdfs/

Instead our pop-up recommends using:

[ARCHIVE]/hadoop/hdfs/
