State of HBase region server not updated when instance is shut down on a cluster not installed via Ambari

    Description

      Upon shutting down an instance of the HBase region server, the HostRoles.state value at /api/v1/clusters/<cluster>/hosts/<host>/host_components/HBASE_REGIONSERVER still shows a value of STARTED. The expected value would be INIT.
