[AMBARI-14382] some hdfs metrics do get the data from active nn

Description

/main/services/HDFS/summary shows neither of the NN as active. This causes the metrics to be wrong as they get data from the standby NN. This is an intermittent issue where some times it shows the correct node as active and some times it does not. However when it does show the correct node as active it does not seem to pick up the metrics from that node.
