[AMBARI-13685] Unable to compare config Versions when chosen from 'Show more'

Description

Please see the screen recording attached. Here is the STR:
1. This cluster had 12 config versions for HDFS
2. Aim was to compare config version 8 and 9.
3. Selected V9
4. Click on 'Show more configs history' at the drop down where you can see all versions
5. Hover over/click on V8
6. Then the drop down moves up and i wasn't able to get the 'Compare' button to click on.
7. Tried to click on V8 even when it was moved, still couldn't make it as it started moving up and down.
