[AMBARI-13578] Set 20 seconds timeout for Ranger REST API calls

Description

All urlopen calls have no timeouts in ranger_funtions, this results in the start command being stuck for ever and timing out.

Add timeout of 20 seconds for each urllib2 calls for Service Management via Ambari for Ranger.
