[AMBARI-13549] Enabling metastore HA enables compactor initiator on all metastores.

Description

When there are more than 1 instance of metastore installed, the config hive.compactor.initiator.on should be set to true on only 1 host. If the user is not aware of this requirement, he could accidentally set it to true on all hosts and cause breakages.
