Description

Repro Steps:

1. Start RU with client components in INSTALL_FAILED state.
2. RU starts as there are no pre-req check that fails when components are in INSTALL_FAILED state.
3. However RU is aborted when upgrading components in INSTALL_FAILED state
4. This was because RU did not know how to handle upgrade of INSTALL_FAILED components
