[AMBARI-13034] If for some reason, structured-out-status.json is empty then ambari-server will fail to report any status

Description

If the file - /var/lib/ambari-agent/data/structured-out-status.json is empty then agent fails to recover any status details. The reason is that the execute() implementation tries to load the empty file and fails as it expects a well formed json.
