[AMBARI-12943] Falcon related oozie site properties do not get showed on any dashboard

Description

Falcon related oozie-site config properties https://github.com/apache/ambari/blob/trunk/ambari-server/src/main/resources/common-services/FALCON/0.5.0.2.1/configuration/oozie-site.xml do not show up on either the Oozie or the Falcon dashboard.

This gets confusing as well as limits users ability to delete/edit these properties. I understand that there is a contention on whether to show it on Falcon or Oozie dashboard but till that is resolved lets show it on Oozie dashboard as intuitively the user will look for properties in oozie-site in the Oozie dashboard. We can show those properties grayed out on Falcon dashboard if needed.
