[AMBARI-12792] Component cannot be deleted after refreshing host details page

Description

• Go on host details page.
• Stop some component, that can be deleted from host (for example, Zookeeper Server)
• Then click on dropdown 'Stopped', and see, that Component action 'Delete' is active and can be clicked.
• Refresh page.
• Click on dropdown 'Stopped'.
  RESULT : Component action 'Delete' is disabled.
