1. Proceed to 'Install, Start and Test' step of Install Wizard.
2. Refresh page or open Ambari web client from another browser instance.

Result
Before all page content is loaded, links to previous steps are enabled so that it's possible to go back to them.

The same occurs when user comes to 'Install, Start and Test' step from Ambari Admin View.
