[AMBARI-11843] Host config groups are lost

Description

it was demonstrated to me that by repeatedly adding and removing hosts from config groups in Ambari 1.7 stalls the process and after a restart of Ambari server all configs in this groups are deleted. Going through the logs in debug mode does not show any suspicious entry.
