[AMBARI-10955] Remove <latest> element from gluster 2.1 and 2.2 stack defs

Description

The gluster stacks are under HDP stack definition and are including <latest> elements that check dev repos. These stacks should either a) not include <latest> element or b) be set to http://public-repo-1.hortonworks.com/HDP/hdp_urlinfo.json

I vote change (a).
