[AMBARI-10891] Widget Browser should be restrictive to logged in user with non admin privelege

Description

Specific to non-admin users:
On widget browser, non-admin users should not be able to create a new widget (hide button).
They should also not be able to do widget operations like delete, share, unshare.

On summary page: Icon with links for edit/clone should not appear on the widget.
