[AMBARI-10237] 'Reload Page' popup issues: multiple instances, broken reload link, displaying popup after connection is established

Description

If connection with Ambari server is lost during hosts bootstrap (Install/Add Host Wizard) or deploy (Install/Add Service/Add Host Wizard), UI displays multiple instances of 'Reload Page' popup with message about attempting to reconnect (new instances appear periodically, so their number increases with time).
Also:

• 'Reload page' link doesn't work.
• Popup is not closed after connection is established.
