OGF Schemas unrecognized license

    Description

      OGF schemas hava a mandatory copyright notice which is not recognized by rat check. Adding a ASF license doesn't seem to be a good solution. While waiting on legal advice, need to investigate how others projects have dealt with similar schemas.
