[AIRAVATA-3161] When SciGaP admin logs in for the first time after gateway is deployed, sees the same message as to normal new users

Description

1. Once the gateway is successfully deployed the super admin, SciGaP admin logs in to the gateway fort he first time.
2. Sees message "Welcome SciGaP Admin! You currently don't have access to run any applications but the administrator of this gateway has been notified and will be in contact to grant you the appropriate privileges."
3. This message does not make sense to SciGaP admin. hence should not be displayed to the SciGaP admin.
