In PGA, projects can be shared and then shared with users can view the project content from Browse projects.
Add the same functionality to Django portal.
Also even when projects are not shared by viewing a project can view all the listed experiments under it.
Current Django portal only enables editing the project but doesn't really show the list of experiments.
If listed experiments cannot be viewed under the project, sharing a whole project does not really make any sense.
