Description
1. A new user created a local gateway account using IU email.
2. User did not receive email verification email with the link.
3. But users who creates with gmail, receives emails for email verification.
4. There are some error messages in the email account which sends out these emails to users as well.

Also, I'm unsure what things are happening in PGA and which in Django in the steps you listed.
