[AIRAVATA-2390] Adding an email for monitoring is done in airavata gfac server level. This should be done using a UI

Description

Currently the cluster email for monitoring is added directly to the gfac config file. This is not supported from a UI.

GFAC server also required to restart after adding this.

This should be made possible to add from portal, when registering the resource.
