[AIRAVATA-1004] airavata-server.properties in duplicate locations

Description

Airavata server property file is in duplicate location and it caused Airavata-1001 as the files at 2 following locations were out of sync.

./modules/distribution/airavata-server/src/main/resources/conf/airavata-server.properties
./modules/rest/webapp/src/main/resources/airavata-server.properties.

We need to fix this by having file at a single location and copy it as needed. Integration test were working fine as file used by integration test were updated with new properties but not the file in distribution.
