Description

It can be hard to find tablets that are offline.

1. offline tablets are not marked offline, they just don't have a location
2. offline status needs to take into account the status of the table and the tablet server it is currently assigned
3. examining hundreds of thousands of entries manually is untenable

Create a little utility that prints out the status of any tablet that is not hosted and should be.
