[ACCUMULO-4071] BulkImportSequentialRowsIT fails on standalone cluster with HDFS permission errors

Description

When the ITs are running against a standalone cluster (real HDFS and Accumulo), the test fails if the Accumulo user is different than the user running the tests (which should be the case).

Just need to chmod the bulk import directory like the other bulk load tests do.
