Description

For Fluo applications, the ability to balance groups of tablets within a table evenly is needed. This could be done with a new tablet balancer could do this. This balancer should have the following properties.

• Allows user to define function to group tablets.
• Spreads groups of tablet evenly across tservers.
• Minimizes on the number of groups present on each tserver.
