Description

I had someone ask me about FATE. I went to find the section in the user manual about it, and noticed that we don't have any documentation on the subject.

We should include enough information about what it is, why it exists, and how to use things like accumulo org.apache.accumulo.master.util.FateAdmin or the fate command in the shell.
