[ACCUMULO-3342] ExistingMacIT fails because there aren't any tracers running

Description

ExistingMacIT.testExistingInstance() fails to successfully check if Accumulo is online, because there is no tracer node in ZooKeeper.

I cannot find anywhere where this node is actually created in ZooKeeper. This test may have been broken by the merge of ACCUMULO-898.
