MonitorLoggingIT can't run on host that is running Monitor role

    Description

      I kept trying to figure out why my run of verify on a server keeps timing out on MonitorLoggingIT.

      Eventually I realized that the test messages were going to a Monitor role for a live cluster that happened to be running on that server.

      However the MonitorLoggingIT is setting up log forwarding rules, it should be updated to make sure it goes to the MAC instance's Monitor.

      Workaround: don't run on a host with a Monitor role.
