In ACCUMULO-1079 this comment showed incorrect error handling

~[busbey] the error did not mention rfile version mismatch. There was no error at the command line. The rfile was moved to the failures directory and the 'unable to find tablets that overlap file' message was in the logs.

We should make sure that we correctly report RFile mismatches during bulk load attempts.
