[ACCUMULO-1387] RPM/DEB should create an accumulo user

Description

Accumulo shouldn't be owned and run as root when using the RPM/DEB packaging. Instead, we should have a pre-install script that manages an accumulo user, in the same way that other services create users (httpd, postgres, mysql, ntp, sshd, ftp, and countless others follow this practice). Init scripts that launch accumulo services should suid to this user (using lsb start_daemon --user flag, preferred).
