I use global option:

AddDefaultCharset windows-1251


in my httpd.conf.

And I have some directories with included HEADER files in directory index. 
Directory listing sever output always give ISO charset. In Apache 2.0.59 
directory index charset is windows-1251 and all working fine.

The charset needs to be set via IndexOptions since 2.0.61 (see
http://httpd.apache.org/docs/2.0/en/mod/mod_autoindex.html#indexoptions).
