[MNG-6610] pomless builds fail on jenkins with windows agents

Description

We tried to setup a pomless build job on our jenkins server. With maven 3.6.0 we were not able to build it successfully. We could reproduce this issue with the Example project from here.

On Windows Agents you the only maven version which is ok is 3.3.9. If you check out to a subdirectory and call mvn -f subdir/pom.xml... . No version is working. Building on a ubuntu agent or our ubuntu master any version and pom.xml in root or subfolder is ok.
