Description

The NOTICE file doesn't comply with Apache policy: it contains unnecessary notices (Doug Lea for java.util.concurrent, for example), and references to code that is no longer part of wicket-core.

I haven't looked at it other than to see if things are wrong, but we should fix them asap.
