[UIMA-489] Windows .bat files should use "endlocal" command

Description

We use "setlocal" in our scripts, but without "endlocal" this does not prevent the environment set in the scripts from being exported to the command console that called the script. This can result on the UIMA_CLASSPATH variable growing longer and longer, and eventually in a "line to long" error.
